Civil Process

A federal civil process is one in which two or more parties are involved in a legal dispute. A civil action begins when one of the parties to a dispute files a complaint and pays the required filing fee. If a plaintiff is unable to pay the filing fee, he or she may ask to continue in forma pauperis. The fee is waived if the request is granted.
